‘We need the numbers’: Shelby County can’t budget without clarification on clerk’s office revenue

MEMPHIS, Tenn. – Shelby County leaders say they cannot craft next year’s budget because the County Clerk’s Office has released months of inaccurate financial reports.
“In order for us to accurately put together a proposed budget, we need to have accurate numbers,” said Audrey Tipton, the Shelby County director of finance and administration.
Commissioners are now scrambling to get a better picture of how much money the county has on hand.

“We need the numbers,” said Commissioner Edmund Ford, Jr., who represents district nine. “Next week is March. We need a proposed budget in April.”

According to the trustee’s office, the county also lost revenue when Clerk Wanda Halbert implemented the wheel tax increase a month late.

“It should have been done right away,” Commissioner Amber Mills told FOX13. “We cannot make a budget without correct numbers.”

Finance officials also said the county owes money to schools because they are owed a portion of the wheel tax.

“We’re behind on paying the schools because we don’t want to keep paying on numbers we’re not 100% sure about,” Tipton said.

Taxpayers were shocked to learn the county doesn’t have an accurate idea on how much money is available next year for roads, emergency services and schools.

“How do they not know what kind of money we have in the county?” asked Tyler Nelson, a Cordova resident.

Commissioners asked to meet with the clerk’s office next week to get to the bottom of the financial issues.

“When we’re talking about figures being off and the public not being able to have accurate numbers, I just think it’s just incumbent on us to do our due diligence to balance the narrative here,” said Commissioner Britney Thornton, who represents district ten.

Shelby County Clerk Wanda Halbert did not return multiple requests for comment.
